Fernando J. Muñiz

Fernando J. Muñiz is non-profit executive and community leader with over 25 years of experience in criminal justice, juvenile justice, child welfare and public administration. He is the Chief Executive Officer of Community Solutions, Inc. (CSI). CSI has been a pioneer in community-based services since its founding in 1962, launching the first halfway house in New England for people returning to the community from prison. CSI operates approximately 50 programs and/or services in ten states and Canada.
Mr. Muñiz joined CSI after serving as Deputy Commissioner of the Connecticut Department of Children and Families (DCF). In that role, he oversaw the Department’s Finance, Human Resources, Training and Information Systems divisions. He also served as the point person for the Juan F. Consent Decree, where he assisted the Commissioner in negotiating an exit from federal court oversight. Before his appointment as Deputy Commissioner, he served as DCF’s Chief of Quality and Planning.
Prior to his state service, he was the Executive Director of the Connecticut Justice Alliance where he advocated for reform of the state’s juvenile justice system. The Alliance was instrumental in a number of reforms, including raising the age of juvenile court jurisdiction and the closure of the state’s training school.
Mr. Muñiz holds a Bachelor of Arts degree in Psychology from Fairfield University and a Master’s degree in Public Administration from New York University. He is the past President of the New England Association of Child Welfare Commissioners & Directors and past Chair of the Progreso Latino Fund. He currently serves on the boards of the Community Foundation for Greater New Haven, Connecticut Community Nonprofit Alliance, Capital Workforce Partners and Capital for Change.
